Paid Apps Agreement signed, banking + tax done — but status still not "Active" and IAPs stuck at "Missing Metadata"

Agreement status is cached and propagates slowly: after signing and completing banking/tax, App Store Connect can take about an hour (occasionally up to a day) to flip the agreement to Active — and your session may keep showing stale state until you re-authenticate. Separately, banking details trigger a verification step of their own, and any one missing piece (tax form question, contact info, bank verification) silently holds the whole agreement at Processing.

1. Wait ~1 hour, then log out of App Store Connect and back in — stale sessions are the #1 reason it 'looks' stuck.
2. Open Business (or Agreements, Tax, and Banking) and check each column: Agreement signed ✓, Bank Account Active (not 'Pending Verification'), Tax Forms complete ✓. Fix whichever isn't green.
3. Make sure the Account Holder signed the agreement — Admins can view it but only the Account Holder can accept it.
4. IAP products created before the agreement was Active may need a nudge: edit and re-save them so they leave Missing Metadata.
5. Still stuck after 24h with everything showing complete? Contact App Store Connect support via the ? menu — occasionally a tax form needs manual re-submission.
